ASEAN’s Regional Emergency Response and Humanitarian Assistance Capacities Put to the Test in Simulated Typhoon Disaster Scenario

Simulated Exercise: Typhoon Disaster Scenario


In the early morning of 27 August 2008, Typhoon “X” with a velocity of 140 km/hour landed at Muang District, Rayong, an industrial and coastal province in Thailand. The typhoon caused heavy damage to houses, public buildings and facilities, cargo ships and fishing boats. It also damaged electricity poles, triggering a power shortage in the province. Moreover, it caused two chemical gas tanks and pipe racks in the Map Ta Phut Industrial Estate to explode, resulting in a high number of fatalities and injuries as well as damage to the environment. Typhoon “X” also caused houses and buildings in nearby provinces to collapse. The national government, directed by National Crisis Management Center (NCMC), responded swiftly to the disaster. A state of disaster was declared by the Prime Minister. In view of the overwhelming need for fire fighting capacity, and search and rescue and relief assistance, the NCMC of the affected country requested for assistance from ASEAN countries, and relevant UN and international organisations through the ASEAN Coordinating Centre for Humanitarian Assistance. ASEAN Member States responded swiftly by mobilising their disaster response assets, including search and rescue, medical and fire fighting teams. Other local and international organisations also joined hands in the operation. ”

Philippines to Participate in the ASEAN-UN International Pledging Conference & to Send Medical Team

PRESS RELEASE 

 

The Philippines will participate in the ASEAN-UN International Conference to be held in Yangon, Myanmar on 25 May 2008.  Senator Richard J. Gordon will head the six-man Philippine Delegation.  The other members of the delegation are Ambassador Noel C. Cabrera of the Philippine Embassy in Yangon, Major General Glenn J. Rabonza, Executive Officer of the National Disaster Coordinating Council, and the Department of Foreign Affairs' Undersecretary for Police Enrique A. Manalo, Assistant Secretary for Asian and Pacific Affairs Romeo M. Manalo, and Director for ASEAN Affairs Zaldy R. Patron.

Myanmar Situation Update 2 as of 16 May 2008 - 0900hrs

Cyclone Nargis made landfall in Myanmar on 2 (Friday) and 3 (Saturday) May 2008, causing extensive damage in Yangon and other outlaying areas. It made landfall at around 16:00, sweeping through the country's largest city, Yangon and the Ayeyarwady (Irrawaddy) delta region, which is approximately 250 km southwest of Yangon.

 

ASEAN Member States have been providing relief assistance to Myanmar following the Cyclone Nargis disaster last week. The relief assistance that has been mobilised so far includes base camp supplies such as tents, food items (i.e. rice, instant noodles, baby food, etc),blankets, medical supplies; and financial assistance. In addition, ASEAN Member States, including Brunei Darussalam, Cambodia, Malaysia, Philippines, Singapore and Thailand, have also put their relief and medical teams on standby to be mobilised to Myanmar. Some ASEAN Member States, namely Philippines and Singapore, have also provided personnel to join the UN Disaster Assessment and Coordination (UNDAC) team to do rapid ssessment of needs and situation on the ground.
